De Minimis Is Dead. Now Comes the First Compliance Bill: Continuous Import Bond Cost vs. Single Entry

More than a year after de minimis died, thousands of small and mid-size importers who had never bought a customs bond are staring at their first "admission fee." The HTS Classification Trap: One Tariff Code, 17.5 Points of Section 301 Duty

Section 301 duties are keyed to 8-digit HTS codes, not product names. A client paid 25% on one container and 7.5% on an identical one — a $100,000 lesson in why classification is the importer's liability, not the broker's.

The First Sale Rule: Your Dutiable Value Doesn't Have to Be the Last Price You Paid

Buying from a China factory through a Hong Kong middleman? The first sale rule lets U.S. importers declare dutiable value on the first sale price — legally lowering the duty base. But the three hard requirements, the document burden, and CBP audit exposure all come with it.

HKPC: Hong Kong's air trade sector continues to demonstrate resilience

The DHL Hong Kong Air Trade Leading Index (DTI) for Q4 2026 stayed above the 40-point mark, its second-highest reading in two years, signaling a resilient air trade environment. More than half of surveyed air traders expect peak-season volumes to hold steady, with nearly a quarter anticipating growth. New U.S. tariffs imposed in July are raising logistics and operating costs and forcing sourcing adjustments, while the EU's B2C handling fee starting in November adds pricing and customs pressure on Europe-bound sellers.

Port of Los Angeles Posts Record 1.04M TEUs as Retailers Frontload Ahead of Tariffs

The Port of Los Angeles reported its best month ever, processing 1,042,652 TEUs — 23,000 more than the July 2025 record and the highest volume handled by any port in the Western Hemisphere. Loaded imports hit a record 540,000 TEUs, marking the fourth straight month of historic volumes. Port Executive Director Gene Seroka attributed the surge to major retailers frontloading cargo ahead of tariffs, while softer outbound volumes reflect ongoing challenges facing American farmers and manufacturers. The port repositioned 371,000 empty containers back to Asia.

Importers win class status in Trump tariff refund fight

A U.S. trade judge certified a class action on Oct. 8 covering all importers that have not yet filed claims for refunds of Trump's global tariffs, which the Supreme Court declared unlawful earlier this year. Customs has already processed nearly $130 billion in refunds, and the class certification means small businesses lacking the resources to sue on their own will now be covered automatically.

Mexican Auto Exports Slump in September as US Tariffs Take Toll

Mexico's auto exports fell 12% in September, the steepest drop since December 2025, while output slumped 15%, INEGI data showed. Analysts blame U.S. tariff policy: Mexican cars still face 25% duties amid the USMCA review, with the effective burden at 10-12% even when North American content rules are met. The slump is a warning sign for cross-border supply chains deeply intertwined with the U.S. market.

Trump Ties Tariff Cuts to S. Korea's $150 Billion Shipbuilding Investment

President Trump said South Korea's committed $150 billion will go entirely to U.S. shipbuilding as the MASGA component of the $350 billion Korea-U.S. investment package, and that lower tariffs depend on those pledges turning into real projects. Speaking at Anduril's Sparrows Point shipyard event in Maryland on Oct. 6, he pointed to Hanwha Group's investment to revive Philadelphia's historic shipyard as evidence that Korean capital is modernizing America's aging shipbuilding infrastructure, creating jobs and strengthening the industrial base.

Permanence of Chinese tariffs on US soybeans could benefit Brazil: sources

China's $30 billion tariff-reduction framework agreed after the Sept. 24 Trump-Xi meeting covers corn and soybean seeds but excludes soybeans, sending CBOT soybean futures sharply lower. While US exporters downplayed the impact — noting state buyers Sinograin and COFCO have always been tariff-exempt — S&P Global analysts and Brazilian sources say the permanence of tariffs benefits Brazil and other non-US exporters, with US shipments to China expected to stay at the agreed 25 million metric tons. Brazilian traders add the support for Brazilian prices and premiums is real but limited late in the export season, with old-crop supplies tightening.

Tariffs Are No Longer a Customs Problem. They Are a Network-Design Problem

Tariffs have moved upstream from customs execution into network economics, Logistics Viewpoints argues. A single policy change can reshape sourcing, product margins, routing, and inventory strategy — making tariffs a network-design problem rather than a back-office compliance one. Shippers should bake tariff resilience into sourcing, plant, and distribution-center decisions instead of leaving customs teams to cope after the fact.
